In leases issued to tenants, Horning states it will pass OAG fines on to tenants.
These fines will be passed along to tenants not responsible for activities OAG flagged that resulted in a fine for Horning.

Saratoga Chesapeake declared nuisance properties by OAG.
Nuisance status can result in fines for Horning.
MPD Second District referred both buildings to the Office of the Attorney General Nuisance Property Office in 2022 due to a variety of significant and persistent issues in the buildings including crime, excessive MPD visits, and excessive Fire and Rescue visits, which MPD said Horning was not adequately addressing at the time.
