Your Voice is Important

David Luria, co-founder of the DC Area Tenant Association Consortium, said the following steps have helped neighboring buildings. Be steadfast.


1. Continue writing emails pressuring management.

Saratoga Chesapeake Property Manager LaToya Healey said the she needs a document trail to fix problems in the buildings. LaToya requests residents send an email to report every incident.

2. Contact DC Office of the Attorney General.

Consumers with complaints against their landlords, or any other consumer complaint, can contact OAG’s Office of Consumer Protection the following ways: 

a) through the OAG Consumer Hotline at (202) 442-9828,

b) send an e-mail to SocialJustice@dc.gov,

c) file a complaint online using 

OAG’s Consumer Complaint Form.

3. Restitution for Renters

From the OAG:

"In any lease, the landlord agrees to provide livable, safe housing to the tenants.

In some cases, the Office of Attorney General may take action to hold landlords accountable under the District’s consumer protection laws for not holding up their end of the bargain in the lease.

If a court finds that a landlord has defrauded or misled consumers, the landlord may be forced to pay restitution to those who have been harmed, as well as monetary penalties to the District.

In 2022, the Saratoga and the Cheseapeake buildings were reported by the DC Metropolitan Police to the DC Office of the Attorney General Nuisance Building Unit due to the frequency of drug and violent crime-related incidents in the buildings.

Resident letters to OAG help elucidate the situation. In letters, residents can request updates on the OAGs progress. The OAG is processing complaints and deciding whether to move forward with formal legal proceedings including levying fines against Horning.
In leases issued to tenants beginning in 2022, Horning states it will pass OAG fines on to tenants, including tenants who are not responsible for activities OAG flagged that resulted in a fine for Horning.

Important Letter Writing Notes:

Write from your heart, be genuine, fact-filled, and specific to the complaint outlining reasons, with evidence of what is happening in the building (for example, photos, video, Ring camera footage, testimony describing what you witnessed first hand).
Concentrate on incidents and personal impact writing with genuine compassion, authenticity, and nonjudgment.
